[quote]Xi's pledge on stopping coal-fired projects overseas marks Beijing's 'firmest determination, greatest effort' to curb global warming Chinese President Xi Jinping's pledge at the United Nations General Assembly on Tuesday that China will not build new coal-fired power projects abroad is seen by observers as a sign that Beijing is devoted to curbing global warming with the "firmest determination and greatest efforts," in order to achieve its green commitment on schedule and build a better future. In contrast to US President Joe Biden's hollow promises on climate change, COVID-19, and global unity, on which the US hasn't contributed much or, in some cases, even sabotaged progress, experts have hailed Xi's remarks and said they show a devotion to solving humanity's most crucial issues. https://www.globaltimes.cn/page/202109/1234799.shtml

[quote]State Grid vows to ensure power demand for livelihood needs
The unexpected and unprecedented power cut in three provinces in Northeast China - Heilongjiang, Jilin and Liaoning - on Monday following reported electricity shortages have resulted in major disruptions to the daily lives of people and business operations, sparking growing concerns over the potential disruption of power supplies as demand booms ahead of the upcoming winter season.
The findings serve as a wake-up call for local governments in achieving energy consumption and intensity reduction goals, and have been likened to "a student finishing his assignment right before the deadline." Achieving "dual control" targets has affected local economic performances, resulting in some resistance from local governments, Zhang Xiaorong, director of the Beijing-based Cutting-Edge Technology Research Institute, told the Global Times on Monday.

You cannot be more canto than that. LoL canto victory.
On a serious side, we can see the disconnect between the Xi's central governmnet and what is actually happening on the ground. Fingers start to point at the slightest problem.
The marginalize premier has since step out to contradict Xi.
[quote]China orders top energy firms to secure supplies at all costs
SINGAPORE (BLOOMBERG) - China's central government officials ordered the country's top state-owned energy companies - from coal to electricity and oil - to secure supplies for this winter at all costs, according to sources familiar with the matter.
The order came directly from Vice-Premier Han Zheng, who supervises the nation's energy sector and industrial production, and was delivered during an emergency meeting earlier this week with officials from Beijing's state-owned assets regulator and economic planning agency, the sources said.
In a sign of how worried Chinese officials are, Premier Li Keqiang has vowed that every effort will be taken to maintain economic growth. China will ensure the needs of basic livelihoods are met and will keep industrial and supply chains stable, Mr Li was cited as saying by China National radio during a meeting with foreign diplomats on Thursday.

A lot of wind and solar power generator is not even connected to the grid.
They are builded to claim government subsidies, that's it. There is no interest to complete these projects one subsidies are claimed.

That is not true at all. Subsidies will not be given, unless the power generated is connected to the grid.
Meanwhile, Singapore covid cases are rising again.

[quote]China to boost new energy amid rationing 80-100 gigawatts of wind, solar power to be installed annually Amid public concerns over the current electricity rationing and power shortages in some provinces in China, the National Energy Administration (NEA) has issued management guidance for the new energy industry. Analysts said the guidance will boost the use of power generated from new energy, and offers a solution to instability in power supply. According to the guidance, power grid enterprises shall provide access for new energy storage projects in a fair and non-discriminatory manner. The battery projects used to store new energy power should be traceable and safe. The guidance is also aimed at changing the attitude among power operators, which tend to prefer excluding power generated from new energy from the power grid. This notice is appropriate and also looks at the long-term plan, but it is not an immediate solution to the problem, Zhang Xiaorong, director of the Beijing-based Cutting-Edge Technology Research Institute, told the Global Times on Tuesday. https://www.globaltimes.cn/page/202109/1235428.shtml
Again, I am using China's most canto state propaganda. Why build so many if you are not going to connect it to the grid?
Subsidies.

[quote]Coal supply shortages should not be used in politicized attack Recent power shortages that are affecting many major economies in the world are jeopardizing India's hard-won economic recovery from the COVID-19 pandemic. India's power plants are reportedly running dangerously short of coal. As many as 63 of the 135 coal-fired power plants in the country have only two days - or less - of coal supplies. In China's case, in order to fulfill its commitment to reduce carbon emissions, China is actively promoting the development of clean energy industries and strictly restricting capacity of traditional coal mining and other polluting industries. Recent power outages in many areas of China were partly due to related capacity restriction measures. This is fundamentally different from the cause of the recent shortage of coal and electricity supply in neighboring India. https://www.globaltimes.cn/page/202110/1235757.shtml
This is too canto.

[quote]China's top coal region tells mines to boost output immediately
BEIJING/SINGAPORE (Reuters) -North China’s Inner Mongolia region, China’s second-largest coal producer, has told 72 mines to boost annual output capacity by nearly 100 million tonnes, said a government official and coal traders with direct knowledge of the matter.
In an urgent notice dated Oct 7, Inner Mongolia’s energy department asked cities of Wuhai, Ordos and Hulunbuir, as well as Xilingol League, to immediately notify the miners they may operate at stipulated higher capacities straightaway, provided they ensure safe production.
