There is a thing now on the 3 gorges dam bursting and Shanghai being 1 of the effected area if that happened, that might be worrying.

The contention is to continue to hold water, let the upstream cities flood and stress the dam, or release water and flood Wuhan. There was a conscious effort to not let Wuhan flood. In the end the dam opened and water was diverted to Anhui
